The conference was chaired by Senior Lieutenant General Phan Van Giang, Chief of the General Staff of the Vietnam People's Army and Deputy Defense Minister with the attendance of Senior Lieutenant General Be Xuan Truong, Deputy Minister of National Defense; Senior Lieutenant General Nguyen Phuong Nam; Senior Lieutenant Pham Hong Huong; Lieutenant General Le Hien Van; and representatives of central departments and agencies.

Speaking at the event, Gen. Giang said that the Ordinance on industrial mobilization has been promulgated by the National Assembly's Standing Committee since 2003 in order to create a legal framework for the MND to advise the Party and the State in mobilizing civilian industry, developing country's industrial sector in an effective way; reasonably using defense resources; building the whole people’s defense posture, defensive areas, and the armed forces. Meanwhile, the Ordinance was also a solid legal foundation for the MND to carry out tasks of industrial mobilization, perform technical equipment, mobilize resources in producing and repairing military technical equipment for industrial enterprises and units specialized in manufacturing weapons and military technical equipment.
Gen. Giang also stressed that protection of the country in the current period needs more requirements in studying, proposing, adjusting, and completing the provisions of laws on industrial mobilization. He also asked the delegates to discuss and clarify the difficulties, limitations and inadequacies in leadership and management capacity collaborating with regularly check and grasp the industrial enterprises’ potentials and better understand the responsibilities, obligations, regimes and policies of the businesses; as well as share their precious experiences to promote their outstanding achievements, and propose measures and orientations to effectively implement the industrial mobilization in the coming time.

A report delivered at the conference pointed out that over the past 15 years, the industrial mobilization gained important results, contributing to building the defense potentials of the country. In addition, the MND also mobilized industrial enterprises outside the army to participate in manufacturing and repairing weapons, military technical equipment; invest, and put into use some chains of industrial mobilization.
Addressing the conference, Permanent Deputy Minister Truong Hoa Binh highly appreciated the coordination between the MND and central and local departments, ministries and agencies in implementing the tasks of defense industrial mobilization.
He also noted that the departments, ministries and agencies should thoroughly check the capacity of manufacturing and repairing technical equipment of enterprises in order to propose reasonable measures, mobilize the potentials and capabilities of the industrial sector in the performance of defense tasks in the urgent situations.
Besides, the army should well perform its role in studying; actively transfer technology, training work; supply equipment for enterprises to repair weapons, military technical equipment for training, exercises, and combat readiness.
