The Congress gathered 370 delegates representing over 180,000 trade union members in the military. Party General-Secretary Nguyen Phu Trong sent flowers to congratulate the whole military trade union on the success of the Congress.
During the event, delegates discussed and agreed on major contents of the report of the General Department of Politics, and the draft document of the 11th term of the Vietnam’s General Confederation of Labor (VGCL). All delivered reports at the Congress reaffirmed that the workers’ movements and trade union’s operations have seen positive developments with important outcomes over the past five years, contributing to improving the overall combat strength of the army.

Though there remains both advantages and disadvantages, the military trade union operations were implemented comprehensively and effectively thanks to the sound leadership and instructions of the Central Military Commission, the Ministry of National Defense and the VGCL.
Military units also increasingly renewed contents and forms of the information dissemination in attachment with their task requirements.
The emulation movements of trade union organizations were put in line with each unit’s tasks, its “Determined to win” emulation campaign, and the “Promoting tradition, devoting talents and deserving to be Uncle Ho's soldiers” movement.
Trade union agencies at all levels focused their work on building strong organizations, and developing their members, contributing to heightening their position in the military and developing the national defense industry.
Participants actively promoted their knowledge and responsibility to have comments on the GDP’s report and the VGCL’s draft document. They also selected 10 official delegates and an alternate one to attend the meeting of the 12th term of the Vietnam’s General Confederation of Labor.
Drawing the event to a close, Lieutenant General Le Hien Van, Deputy-Director of the General Department of Politics affirmed that the success of the ninth Military Trade Union Congress would encourage military trade union members and defense workers to overcome hardships and promote unity to build firm trade union organizations in the military. He required all military units to continue disseminating the results of the Congress to their troops and accelerating the emulation movements in the coming time, contributing to the national construction and defense campaigns.
