The exercise included two parts, namely the civil defense exercise themed “Binh Dinh province responds to shipwreck incident and handles oil spills” and the defensive area exercise which has three phases of shifting the armed forces to higher combat readiness statuses and the locality to the defense posture, preparing for the defensive operations, and practice defensive operations.

Attentively, in this exercise, participants practiced responding to shipwreck incident and handling of oil spills; occupying targets, release hostages and overcome consequences of the terrorism; issuing martial law and curfew; and counter-attacking the enemy ambushes in midland terrains.

Speaking at the opening ceremony, Major General Le Ngoc Hai, Deputy Commander and Chief of Staff of Military Region 5, stressed that provincial and city-level defensive area exercises are one of the important contents in the defensive area building and operation and related to all political, socio-economic, national defense and security aspects of the locality.

He highlighted the importance of the exercise in effectively realizing the Politburo, the government’s resolutions on Fatherland protection strategy in the new situation, promoting synergy and synchronous operation of the whole political system, improving advisory capability of military, border guard, public security agencies, other departments and organizations, ensuring the direction to deal with contingencies in a timely and effective manner, upholding political security, social order and safety, and creating favorable conditions for socio-economic development in the locality.
