The conference reviewed defense attaché activities during the 2024-2026 period, assessed achievements, and identified lessons learned in leadership, coordination, and execution. Participants discussed implementing the Party's policies on international integration and defense diplomacy, focusing on Politburo Resolution No.59-NQ/TW, the 14th National Party Congress orientations, and the 12th Military Party Congress Resolution.
Addressing the conference, Deputy Prime Minister and Minister of National Defense General Phan Van Giang highly appreciated the leadership of the Standing Board of the Party Committee of General Department II and commended defense attachés for their outstanding achievements. He highlighted their strict implementation of directives, proactiveness in overcoming challenges, and steadfastness at duty stations, particularly in conflict-affected areas.
According to General Giang, their efforts have expanded external relations and deepened defense cooperation substantively, helping strengthen political trust, expand common interests, mobilize external resources, and safeguard national independence and territorial integrity.

Observing that the international security environment evolves unpredictably, General Giang referred to strategic guidance from General Secretary and State President To Lam, which emphasizes safeguarding the nation early and from afar through long-range forecasting and proactive defense diplomacy. General Giang stressed that the Defense Attaché Corps plays a vital role in building strategic trust. He urged attachés to uphold the foreign policy of independence and self-reliance, improve their strategic advisory capabilities to prevent surprises, flexibly apply the "Four No's" defense policy, and promote the image of Uncle Ho’s soldiers.

To date, Vietnam maintains defense relations with over 80 countries, operating 37 defense attaché offices worldwide and one military attaché to the United Nations. At the event, General Giang presented awards to outstanding collectives and individuals.
