* On the same day, General Phan Van Giang had a sideline meeting with Colonel General Alexander Vasilyevich Fomin, Deputy Minister of Defense of the Russian Federation.

During the meeting, General Phan Van Giang congratulated the people and armed forces of Russia on the occasion of the 80th anniversary of the victory in the Great Patriotic War, affirming that this victory held great significance and was of particular importance in human history.

The Vietnamese defense chief also underlined that the Vietnamese Ministry of National Defense’s deployment of troops to participate in the Red Square Parade for the first time was a vivid demonstration of the traditional friendship and comprehensive strategic partnership between the two countries, featuring the solidarity and close ties between the two militaries.

On the occasion, Gen. Giang sent thanks to the Russian Ministry of Defense for sending a delegation to attend the 50th anniversary of the South Liberation and National Reunification Day of Vietnam, contributing to the success of the political event.

For his part, Col. Gen. Alexander Vasilyevich Fomin stated that the official visit to Russia and participation in the 80th anniversary of the victory in the Great Patriotic War by Party General Secretary To Lam, his spouse, and the high-ranking Vietnamese delegation would help deepen the traditional friendship and comprehensive strategic partnership between the two countries. He also thanked the Vietnamese Ministry of National Defense for sending troops to participate in the parade on Red Square, which contributed to the success of the event.

Discussing the recent outcomes of bilateral defense cooperation, both sides agreed that, along with the development of overall bilateral relations, defense cooperation has consistently been prioritized, strengthened, and developed, becoming a pillar in the Vietnam - Russia traditional friendship and comprehensive strategic partnership. Since the talks between the two defense ministers in Moscow in August 2024, the two sides have actively and effectively implemented cooperative activities in the spirit of "trust, practicality, effectiveness, and comprehensiveness."

To further the bilateral defense cooperation, the two sides agreed to continue to promote delegation exchanges at all levels, especially high-level ones,  to implement and enhance the efficiency of signed cooperation documents and existing cooperation mechanisms; enhance cooperation between arms and services; boost collaboration in officer training, scientific research, technology application and transfer within the framework of the Vietnam-Russia Tropical Center to making it a model and symbol of bilateral ties.

Meanwhile, both sides will maintain effective coordination and consultation in multilateral defense forums, particularly ASEAN-led mechanisms, including the ASEAN Defense Ministers’ Meeting Plus (ADMM+), and continue to actively support and participate in multilateral activities organized by each country's defense minister in the future.
