In his speech, Gen. Chien confirmed the important role of the defense cooperation as a pillar in the overall traditional friendship and comprehensive strategic partnership between Vietnam and Russia.

The Vietnamese defense leader spoke highly of the outcomes of the two defense ministries’ cooperation in various areas since the sixth edition in July last year. He highlighted the all-level delegation exchanges, the effective maintenance of the existing cooperation mechanisms, the enhancement of personnel training, the cooperation between affiliates of the two defense ministries. Achievements were also seen in the collaboration in scientific research within the framework of the Vietnam-Russia Tropical Center, and the cooperation in multilateral events hosted by each defense ministry and in international multilateral forums and mechanisms on defense.

Gen. Chien suggested the two sides continue to foster bilateral defense ties in a more substantive and effective manner in the time ahead, with a focus on exchange of delegations, particularly high-level ones, enhanced efficiency of important cooperation mechanisms, such as the Intergovernmental Coordinating Committee on the Vietnam-Russia Tropical Center and defense strategic dialogue. Concentration should also be made on cooperation between arms and services, military medical training, the Russian language, and contents for the dossier entitled “70 years of Vietnam-Russia defense cooperation.”
For his part, Colonel General Alexander Vasilyevich Fomin congratulated the Vietnamese side on the 80th founding anniversary of the Vietnam People’s Army and the 35th Whole-People Defense Festive Day.

He said that this year marked the signing of the treaty on basic principles of Vietnam-Russia friendship (1994-2024). He also acknowledged the good results in the bilateral defense ties, stressing that it is a pillar in the two countries’ relationship.
The Russian defense leader confirmed his active coordination with the Vietnamese Defense Ministry to carry out all working aspects agreed by both sides, thus promoting the bilateral defense cooperation effectively, practically and intensively.
Also at the dialogue, the two sides exchanged views on regional and international situations of common concern. Gen. Chien underlined that Vietnam is consistent with its foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations. Vietnam stays ready to cooperate with other countries, international organizations for peace, cooperation, and development in the region and the world. Additionally, Vietnam is persistent in resolving all disputes and disagreements by peaceful means on the basis of international law, including UNCLOS 1982. Gen. Chien also emphasized that Vietnam consistently adheres to the “Four No’s” defense policy.

Both sides voiced their belief that the outcomes of this edition would serve as a motivation for the two defense ministries to develop the defense ties in a practical and effective manner.
At the end of the dialogue, the two sides signed two documents as a foundation for both ministries to realize cooperation contents in the coming time.
