At the event

Vietnamese Deputy Defense Minister Senior Lieutenant General Hoang Xuan Chien and his Lao counterpart Lieutenant General Vongkham Phommakone co-chaired the event.

At the dialogue, the two sides shared a common perception on the impacts of regional and global situations, the rise of non-traditional security challenges, major power’s growing competition for influence in Asia-Pacific. They agreed that in that context, ASEAN has continued to promote its centrality in the region, enhance dialogues and cooperation among ASEAN member states and other partners for regional peace and stability.

The two sides spoke highly of the outcomes of their bilateral defense cooperation over the past time, especially the successful organization of nearly 30 big and meaningful activities in the Vietnam - Laos, Laos - Vietnam Year of Solidarity and Friendship in 2022. They also praised the two sides’ agencies and units for their great efforts and close coordination to fulfill the cooperation plan for 2022. They highlighted the information dissemination work, all-level delegation exchanges, joint border management and protection, personnel training, health check-up provision, and mutual support.

Regarding cooperation orientations in the time ahead, both officials agreed to continue to effectively carry out agreements reached by the two countries’ senior leaders and the annual cooperation plan approved by the two defense ministries. Activities will focus on border management and protection, exchange of delegations at all levels, personnel training, further cooperation in logistics, technical services and sharing of experience in which the military engages in economic development, and acceleration of the cooperation among the defense ministries and militaries of Laos, Vietnam, and Cambodia.

Also at the dialogue, the two sides underlined the need to continue to educate troops and people of the two countries, particularly young ones, about the great friendship, special solidarity, and comprehensive cooperation between the two parties, states, peoples, and militaries, especially during major festivals and political events of the two countries and militaries.

At the end of the dialogue, the two sides signed the minutes of the event as a foundation to implement reached contents.

In the afternoon the same day, Sr. Lt. Gen. Hoang Xuan Chien and Lt. Gen. Vongkham Phommakone attended an exchange between young border officers of Vietnamese and Lao militaries.

Also in the afternoon, Sr. Lt. Gen. Hoang Xuan Chien paid a courtesy call on the Secretary of the Party Committee and Chairman of Houaphanh province, Vanxay Phengxumma, during which the former stressed that the Vietnamese Ministry of National Defense and Vietnam People’s Army always support and create the best conditions for Vietnamese agencies and units to strengthen comprehensive and effective cooperation with their Lao counterparts, including those stationed in Houaphanh province.
