The event was co-chaired by Deputy Minister of National Defense of Vietnam Senior Lieutenant General Hoang Xuan Chien and General Chay Saing Yun, Permanent Secretary of State of the Cambodian Ministry of Defense.

In his opening remarks, the Vietnamese deputy defense minister affirmed that the 8th Vietnam - Cambodia Defense Policy Dialogue was a significant event aimed at practically implementing the outcomes of the meeting between the Politburo of the Central Committee of the Communist Party of Vietnam and the Standing Board of the Central Committee of the Cambodian People’s Party, held in February 2025. The dialogue also looked ahead to the 2nd Vietnam - Cambodia Border Defense Friendship Exchange, the Protocol on Bilateral Defense Cooperation for 2025-2029 period and the Cooperation Plan between the two ministries in 2025.
During the dialogue, both sides exchanged views on global and regional situations and issues of mutual concern. They reaffirmed their determination to continue maintaining and promoting the traditional friendship, good neighborliness, solidarity, and comprehensive cooperation between the two countries.

Regarding bilateral defense cooperation, both sides agreed to further strengthen their trustworthy, comprehensive, and substantive collaboration, focusing on enhancing delegation exchanges and meetings at all levels, especially high-level contacts; promoting the effectiveness of existing cooperation mechanisms; maintaining efficient cooperation in human resource training; strengthening coordination in the management and protection of land and maritime borders; continuing mutual assistance and defense economic cooperation; boosting joint communication and education for younger generations of both militaries about the history, significance, and value of the friendship between the two peoples and two militaries; promoting military and defense legal cooperation; further consolidating and deepening defense relations between the two militaries, as well as trilateral cooperation among Vietnam, Laos, and Cambodia.

On this occasion, General Chay Saing Yun expressed his deep sympathy for the Vietnamese people over the recent losses caused by storms and floods. He also congratulated Vietnam on successfully organizing celebrations marking the 50th anniversary of the South Liberation and National Reunification, as well as the 80th anniversary of the August Revolution (August 19) and National Day (September 2).
General Chay Saing Yun stressed the steadfast commitment to strengthening the traditional friendship, solidarity, good neighborliness, and mutually beneficial cooperation between the two militaries and two peoples.

Sr. Lt. Gen. Hoang Xuan Chien expressed heartfelt thanks for the goodwill and sincere sentiments of the Cambodian people toward Vietnam during recent natural disasters. He affirmed that, with the concerted efforts of the entire political system and the support of the international community, people in flood-affected areas of Vietnam would soon overcome difficulties and return to normal life.
He also extended appreciation to the Cambodian Ministry of National Defense for sending a high-level delegation and a military contingent to participate in the parade marking the 50th anniversary of the South Liberation and National Reunification and the 80th anniversary of the August Revolution and Vietnam’s National Day, contributing to the success of the events.
