The delegation also included Sr. Lt. Gen. Le Duc Thai, Deputy Minister of National Defense; Sr. Lt. Gen. Phung Si Tan, Deputy Chief of the General Staff; Lt. Gen. Vu Trung Kien, Commander of the Vietnam Border Guard; leaders of relevant agencies and units; and representatives of the Quang Ninh provincial People’s Committee. Senior Colonel Jiangbo, Defense Attaché of China to Vietnam, also joined the delegation.

During the visit, the delegation conducted on-site inspections of venues where activities within the exchange framework will take place, reviewing each item and program component to ensure the event is organized solemnly and thoughtfully.

The head of the delegation requested participating forces to rehearse several scenarios according to the program script and provided direct instructions on adjustments and improvements needed to ensure the schedule and overall program framework are followed, including reception, protocol, ceremonial arrangements, and logistical support.

After the field inspection, Sr. Lt. Gen. Nguyen Truong Thang chaired a meeting to review preparations and draw lessons. Having heard reports from relevant agencies and units, he praised their strong sense of responsibility, proactive working spirit, and efforts to overcome tight time constraints to basically complete the necessary preparations for the successful organization of the exchange.

He requested the agencies and units to urgently finalize the remaining tasks. Locations hosting joint activities of the two Ministers of National Defense must continue rehearsals and further improve preparations to ensure all events are conducted smoothly, safely, and according to the approved plan.

The deputy defense minister also called on all agencies and units to maintain a high sense of responsibility and closely coordinate with local authorities to unify organizational plans for the entire exchange program, ensuring that all preparations are completed before the event takes place from March 18 to 19.

At the meeting, Sr. Lt. Gen. Le Duc Thai acknowledged the pro-active efforts of agencies, units, and local authorities in preparing all aspects of the event on schedule and with high quality. He also provided opinions and agreed with adjustments made to the organizational arrangements at the venues.

Sr. Lt. Gen. Phung Si Tan requested agencies and units to coordinate closely and ensure that all activities are implemented in accordance with the approved script, while strictly observing military regulations and ensuring absolute safety throughout the exchange program.

Representatives of agencies, units, and local authorities at the meeting reaffirmed their determination to work in unity and coordination to successfully organize this important external defense event of the country and the Vietnam People’s Army. Lt. Gen. Luong Van Kiem, Commander of Military Region 3, emphasized that forces in Quang Ninh province fully recognize the significance of the 10th Vietnam - China Border Defense Friendship Exchange as an event that reflects the national image and the image of the Vietnam People’s Army. Therefore, all agencies, units, and local authorities have made great efforts to overcome difficulties and coordinate closely to ensure the highest quality and effectiveness in preparations.
