Philippine defense attaché visits Coast Guard Command
PANO - On October 17 in Hanoi, Major General Dam Xuan Tuan, Deputy Commander of the Vietnam Coast Guard, hosted a reception for Colonel Ronald E. Gaboy, the new Defense and Armed Forces Attaché (DAFA) of the Philippines to Vietnam.
During the event, Major General Dam Xuan Tuan extended congratulations to Colonel Ronald E. Gaboy on his new position. He emphasized that, with the support from the Philippine Defense Attaché Office and the Philippine Embassy in Vietnam, cooperation between the Vietnam Coast Guard and the Philippine Coast Guard has continuously developed and deepened in recent years.

Notable milestones in this cooperation include the signing of the agreement on the establishment of a hotline between the two forces in October 2011, the exchange of a Memorandum of Understanding (MoU) on maritime cooperation in January 2024, the first bilateral meeting between the two forces held in Hanoi in April 2024, and the courtesy visit of Vietnam Coast Guard ship CSB 8002 to Manila in August 2024. These concrete activities have significantly strengthened the cooperative relationship between the two coast guard forces, facilitating regular exchanges of information, mutual support in law enforcement, and search-and-rescue operations at sea, in accordance with international law and the domestic laws of both nations.
Both Major General Dam Xuan Tuan and Colonel Ronald E. Gaboy agreed that, in addition to bilateral cooperation, the Vietnam Coast Guard and the Philippine Coast Guard actively participate in multilateral forums and mechanisms, such as the Regional Cooperation Agreement on Combating Piracy and Armed Robbery Against Ships in Asia (ReCAAP), the Heads of Asian Coast Guard Agencies Meeting (HACGAM), and the Coast Guard Global Summit (CGGS).

Colonel Ronald E. Gaboy expressed his gratitude for the warm reception and affirmed his commitment to maintaining and enhancing the relationship between the Office of the Philippine Defense Attaché in Vietnam, the Philippine Coast Guard, and the Vietnam Coast Guard. He pledged to further promote cooperation in maritime law enforcement between the two nations, contributing to the creation of a secure, safe, and prosperous regional maritime area for the common benefits of all countries.
