During the meeting, Gen. Giang emphasized that the special relationship between Vietnam and Cuba, established by President Ho Chi Minh and President Fidel Castro, has been treasured, nurtured, and developed by generations of leaders of both parties, states, peoples, and militaries, becoming an exemplary and iconic relationship of the times.

He added that the Vietnamese people and troops will bear in mind the invaluable spiritual and material support from the Party, State, the people, and the revolutionary armed forces of Cuba during the most challenging period of the struggle for national liberation as well as in the current national construction cause of Vietnam. This friendship and tradition between the two nations are instilled in today and future generations.
Sharing the difficulties and challenges faced by the Cuban people due to the impacts of blockades and embargoes and consecutive incidents and natural disasters, the Vietnamese Defense Minister affirmed that the Party, State, the people, and the Ministry of National Defense of Vietnam are always ready to support Cuba to the best of their abilities, just like Cuba had helped Vietnam with the spirit of “For Vietnam, Cuba is willing to shed its blood.”
Gen. Giang affirmed that with the fruitful relationship between the two countries, the bilateral defense ties have continued to be consolidated and developed, becoming a pillar and a model to propel cooperation in other areas.
Regarding cooperation in the construction sector, the Vietnamese minister highly praised Cuba's reputation, experience, and strengths in this field. The defense leader said that projects gifted by Cuba to Vietnam during the resistance war against the American imperialists are still in use and prove effective. He also commended the efforts and sense of responsibility of Cuban experts in providing consultancy and supervision services to Vietnam in the East Truong Son Road Project. The contracts were completed, ensuring quality and meeting requirements and objectives.
Gen. Giang suggested both sides continue to collaborate, focusing on completing ongoing projects within the prescribed timeline and study and consider expanding cooperation activities in the construction sector in line with the capabilities of both parties, the current regulations, laws, and international norms regarding construction cooperation and bidding.
During the meeting, comrade René Antonio Mesa Villafana expressed deep and sincere condolences to Vietnam over the passing of Party General Secretary Nguyen Phu Trong, considering it a significant loss, and believed that Vietnam would soon overcome this to continue the country's development.

The Cuban Minister of Construction expressed a desire to work with the Vietnamese Ministry of National Defense to discuss the results of past cooperation and seek new areas of collaboration in the construction sector that both sides have demand and potential for. He thanked the Vietnamese Ministry of National Defense for the active and effective support and cooperation, hoping for continued support and collaboration in the future.
