On July 9, Vietnamese Deputy Prime Minister and Minister of National Defense General Phan Van Giang and his Lao counterpart General Khamliang Outhakaysone led delegations from both countries in a range of exchange activities in Bolykhamxay province.
After an official welcome ceremony at Nam On Border Gate, the two defense leaders painted Border Marker 460 and planted a friendship tree; attended the ground-breaking ceremony for the construction of a Coordination Station of Border Company 252 under the Bolykhamxay Provincial Military Command; visited and presented gifts to students of Thongnammoun Primary School in Xaychamphone district; toured the Sopteng Village Health Station to observe a free healthcare program for Lao border residents; and presented medical equipment to the health station and breeding cattle to disadvantaged local households.

Following the successful activities in Laos, General Phan Van Giang and the Vietnamese delegation returned to Vietnam through Thanh Thuy Border Gate in Kim Bang commune, Nghe An province, on the afternoon of July 9.
Speaking at a reception held earlier, General Khamliang Outhakaysone said the Vietnamese delegation had brought with it the spirit of friendship and solidarity from the Party, State, military, and people of Vietnam to Laos. He emphasized that the great friendship, special solidarity, comprehensive cooperation, and strategic bond between Laos and Vietnam is an invaluable asset shared by the two Parties, States, militaries, and the peoples of both countries. He affirmed that the armed forces of the two nations are committed to safeguarding this priceless relationship as they are "the apples of their eyes" while continuing to strengthen and expand bilateral ties.
