During the trip, Zhao will also co-chair of the first meeting of the cooperation committee between the National Assembly (NA) of Vietnam and the NPC of China.

Talking to the Vietnam News Agency, Binh said the presence of the Chinese leader also highlights the respect for the historical significance of Vietnam’s August Revolution, which ushered in an era of national independence linked with socialism and made great contribution to global movements for national liberation and world peace.
He added that the occasion provides the two countries with an opportunity to look back on 80 years of standing shoulder to shoulder in the struggles for national liberation and independence in the past as well as the national construction and development today.
The diplomat also highlighted that the visit takes place amid a particularly important point of time for Vietnam – China relations. It follows a series of trips and engagements between the two countries' key leaders, including the historic state visits by Party General Secretary To Lam to China in August 2024 and by Party General Secretary and President of China Xi Jinping to Vietnam in April 2025, and coincides with the coming visits to China by President Luong Cuong (September 2–4) and Prime Minister Pham Minh Chinh (August 31–September 1). The occasion allows the two sides to review achievements during 75 years of diplomatic ties and set strategic directions for a new phase of more stable, sustainable, and forward-looking cooperation.
Besides, bilateral relations have been flourishing since the two sides reached consensus on building a Vietnam – China community with a shared future that carries strategic significance. Observable and comprehensive strides have been made in line with the six major orientations. The relationship is now at a new height in the 75th year of diplomatic ties, which is also the Year of Vietnam – China Humanistic Exchange, according to Binh.
With growing political trust between the two Parties and the two countries, Vietnam and China have expanded their cooperation mechanisms, with increasingly substantive and close legislative ties emerging as one of the highlights of bilateral relations.
He went on to say that Zhao’s visit underscores the two countries’ mutual respect and strong political will to deepen their comprehensive strategic cooperative partnership.
In addition, the top Chinese legislator’s co-chairmanship of the first meeting of the cooperation committee between the Vietnamese National Assembly (NA) and the Chinese NPC, will not only strengthen legislative cooperation but also reinforce achievements across diplomatic channels of the Party, State, Government, parliament, and people. This provides a solid political foundation for stronger, more stable, and effective collaboration in all aspects, including politics – diplomacy, defense – security, trade, investment, science – technology, and people-to-people exchanges.
During the visit, Vietnamese leaders will hold meetings and talks with the Chinese guest to discuss major directions for further bolstering bilateral ties and strategic cooperation, as well as exchange views on regional and international issues of common concern.
Through bilateral engagements, especially the first meeting of the two parliaments' cooperation committee, the two sides will look into measures to effectively implement the high-level common perceptions reached between the top leaders of the two Parties and countries; uphold cooperation achievements gained in recent times; and increase the sharing of experience among specialized committees, parliamentary friendship groups, and localities in lawmaking, supervision, anti-corruption, building of law-governed socialist states, national governance, and social management to further facilitate the connection of the two economies and their development strategies.
The two sides will also seek ways for fostering comprehensive ties, including in strategic transport infrastructure connection, innovation, science and technology, digital economy, and green development, Binh said.
Regarding the role of parliamentary cooperation in the countries' comprehensive strategic cooperative partnership, Binh noted that ties between Vietnam’s NA and China’s NPC have seen strong progress in recent years, becoming an important pillar of the bilateral partnership.
Parliamentary cooperation has helped improve the legal framework, oversee the implementation of bilateral agreements, and ensure the high-level commitments are carried out substantively and in line with the agreed orientations, the ambassador said.
The cooperation between the Vietnamese NA and the Chinese NPC has contributed to strengthening political trust and mutual understanding between the two Parties and countries while providing a regular channel for policy dialogue, thus reinforcing strategic trust.

Coordination between the two countries’ legislative bodies at multilateral forums and diverse cooperation at different levels have also served as a bridge to expand bilateral ties, and diversify exchanges between their localities and peoples.
The legislatures of Vietnam and China have maintained regular high-level visits, most recently NA Vice Chairman Tran Quang Phuong’s successful working visit to China in August 2025. The two sides have also worked closely at multilateral parliamentary forums, shared views on global issues, and expanded cooperation between specialized committees, parliamentary friendship groups, localities, and young parliamentarians.
A new cooperation agreement has been signed, establishing a cooperation mechanism co-chaired by the heads of the two legislatures — the highest-level inter-parliamentary mechanism China has with another country, Binh noted.
The diplomat stressed that with increasingly substantive cooperation focused on legislation, supervision, and policy making, the two legislative bodies have worked closely to overhaul legal frameworks to facilitating ties in trade, investment, science, technology, education, tourism, and people-to-people exchanges. This underscores the vital role of parliamentary cooperation in the traditional friendship and the comprehensive strategic cooperative partnership between Vietnam and China.
