Scholars at the conference made clear of the contents newly outlined at the 19th National Congress of the Chinese Communist Party (the Congress), a number of amended policies and new measures in the foreign policy of China towards countries in the world, the region and neighboring countries, including Vietnam.

In his opening remarks, Prof., Dr. Nguyen Quang Thuan, President of the Vietnam Academy of Social Sciences, hoped the shared views and analysis of scholars and scientists from the two countries would serve as an important information channel for policy-makers of both countries and foster friendship and cooperation, helping scholars and people of the two countries better understand and place trust in each other.

According to Deputy Chief of the NIGS Wang Linggui, delegates at the Congress agreed that China enters a new era of building of socialism with new Chinese features and contents. The Congress also amended the CPC’s Charter with the most important point being the establishment of the Chinese Socialist Ideology under the new era of Xi Jinping. Wang Linggui highlighted the four important changes in the new era: changes in major domestic conflicts and development, changes in China’s status in the international arena, new achievements of the guiding principles of the CPC and the new goals of the CPC and the Chinese State.

The changes aim at successfully building a comprehensively wealthy Chinese society by 2020, realizing the socialist modernization cause by 2035 and reaching the goal of building a powerful, democratic, civilized, harmonious and beautiful socialist country. In order to bring these changes into effect, the Congress outlined related contents, including the foreign policy of China in the new period.

As for the Vietnam-China relationship in the new period, Prof., Dr. Nguyen Quang Thuan believed that, “In the context that China is entering the new period of development, the relations between Vietnam and China are also engaging in a new development stage, which needs new policies and measures in order to further develop the relations both in scope and scale and in a healthy and effective manner, further enhancing cooperation and the sharing of development experiences, balancing economic relations, promoting exchanges in all aspects such as politics, foreign affairs, economy, culture, defense, and more...”

Deputy Director of the Chinese State Council Information Office Guo Weimin held that the Vietnam-China relations are developing in a fine fashion with increasing political trust, taking into account the upcoming visit of General Secretary of the CPC and Chinese President Xi Jinping to Vietnam after the 19th National Congress of the CPC. The visit is of great significance in enhancing the neighborliness between Vietnam and China, laying the firm foundation for the development of the bilateral relations in the coming time.

At the conference, other presentations agreed that both Vietnam and China are open economies; therefore, the prospect for cooperation between the two countries in the APEC framework is bright. After nearly 40 years of renewal in China and more than 30 years of “doi moi” (renewal) in Vietnam, both countries are in their important stage with various issues that need more practical and theoretical research. Therefore, it is necessary to further enhance cooperation, including cooperation in research on socialism and reforms, between the two countries.
