On behalf of the Vietnamese Government, Minister of Foreign Affairs Le Hoai Trung attended and addressed the event.
The reception was attended by Senior Lieutenant General Nguyen Truong Thang, Deputy Minister of National Defense.
Speaking on behalf of the Vietnamese Government and people, Minister Le Hoai Trung extended congratulations to the Indian Government and people on the achievements recorded over 80 years of national construction and development. Over that period, India has become one of the world’s leading economies and a leading center of science and technology, while steadily enhancing its regional and international role and stature.
The Vietnamese Foreign Minister expressed confidence that India would steadily advance towards the Viksit Bharat 2047 goal of becoming a developed, prosperous, and modern nation by 2047.

He affirmed that the Viet Nam - India relationship, founded by President Ho Chi Minh and Indian leaders, has been nurtured over generations into a special and long-standing friendship. Cooperation across multiple fields has yielded significant achievements and brought tangible benefits to both peoples. Two-way trade has more than tripled over the past decade, while defense and security cooperation has grown increasingly substantive and effective, reflecting the strategic trust between the two countries. People-to-people exchanges and links through Buddhism, yoga, tourism, education and training have also grown stronger. The year 2026 marks a new chapter as the two countries celebrate the 10th anniversary of their Comprehensive Strategic Partnership. Notably, during Party General Secretary and State President To Lam’s state visit to India in May 2026, the two sides elevated the bilateral relations to an Enhanced Comprehensive Strategic Partnership in the spirit of “shared vision, strategic convergence, and substantive cooperation.”
Minister Le Hoai Trung underscored that India is pursuing its Viksit Bharat 2047, while Viet Nam aims to become a developed, high-income nation by 2045. The convergence of their visions and development aspirations provides important common ground and ample room for Viet Nam and India to work together and complement each other.

He proposed that the two countries translate high-level political commitments into concrete cooperation programs and activities that meet each country’s growing development needs.
Speaking at the reception, Indian Ambassador to Viet Nam Tshering W. Sherpa emphasized the deep civilizational links and shared values of independence, freedom, and strategic autonomy that have brought the two peoples together for generations.
Ambassador Sherpa recalled the landmark occasion when Indian Prime Minister Jawaharlal Nehru became the first foreign leader to visit the Democratic Republic of Viet Nam after the of Hanoi in 1954.
He described Party General Secretary and State President To Lam’s recent state visit to India and the two sides’ decision to upgrade the bilateral relations as a historic milestone in bilateral ties. He affirmed that India accords high priority to its relations with Viet Nam and seeks to turn their shared values, mutual trust, and special friendship into increasingly tangible results in the bilateral cooperation looking toward the future.
