The visit will help consolidate political trust, deepen legislative cooperation, and promote substantive development of bilateral relations.

This is Comrade Tran Thanh Man’s first visit to China in his capacity as N.A. President. It comes as Viet Nam implements the Resolution of the 14th National Party Congress, the 16th National Assembly begins its new term, and China enters the first year of its 15th Five-Year Plan for economic and social development. This context underscores the need to strengthen exchanges of experience in legislation, governance, and institutional improvement to support development.

The visit continues the close high-level exchanges between the two Parties and countries and further translates into action the common understandings reached during Chinese General Secretary and President Xi Jinping’s state visit to Viet Nam in April 2025 and Vietnamese General Secretary and President To Lam’s state visit to China in April 2026. It reaffirms Viet Nam’s consistent policy of regarding relations with China as a strategic choice and a top priority in its foreign policy. Viet Nam seeks to deepen the comprehensive strategic cooperative partnership and advance the building of a Viet Nam - China Community with a Shared Future that carries strategic significance, guided by the “six more” framework.

Over the past years, Viet Nam - China relations have continued to develop positively across a broad range of areas. Political trust has been strengthened through regular exchanges and contacts, as well as cooperation mechanisms, including the Steering Committee for Bilateral Cooperation and the ministerial-level “3+3” strategic dialogue on external affairs, defense, and public security. Defense and security cooperation has become increasingly substantive, while coordination at multilateral forums has grown closer.

Economic and trade ties, investment, and infrastructure connectivity have made significant progress. China is Viet Nam’s largest trading partner. Viet Nam is China’s largest trading partner within ASEAN and its fourth-largest trading partner worldwide. Railway connectivity is entering the substantive implementation phase, while cooperation on smart border gates and cross-border economic cooperation zones is being accelerated.

Cooperation is expanding into science and technology, innovation, the digital economy, green transformation, clean energy, and human resource training. Local-level cooperation, cultural and educational exchanges, tourism, and people-to-people exchanges are flourishing, helping strengthen the social foundation of bilateral relations. These achievements demonstrate that strategic orientations are gradually being translated into tangible benefits for the people of both countries.

Within the broader context of these steadily developing relations, cooperation between the Vietnamese N.A. and China’s NPC plays an important role. The cooperation agreement signed by the two legislative bodies in 2024 has been implemented smoothly, while exchanges between specialized agencies, friendship parliamentary groups, and local-level legislative bodies have been strengthened. NPC Chairman Zhao Leji’s visit to Viet Nam, during which he and N.A. President Tran Thanh Man co-chaired the first session of the Cooperation Committee in Ha Noi on August 31, 2025, laid the groundwork for more focused and substantive legislative cooperation.

The second session provides an opportunity to review the implementation of previously agreed commitments and identify priorities for cooperation in the coming period. Through their legislative, oversight, and decision-making functions on major national issues, the two legislative bodies can help establish legal frameworks, identify policy and legal obstacles, and facilitate their resolution in implementing cooperation agreements and projects. They can also promote connectivity between the two countries’ development strategies on the basis of equality and mutual benefit.

Alongside Party-to-Party diplomacy, State diplomacy, and people-to-people diplomacy, parliamentary diplomacy is playing an increasingly important role in strengthening political trust and linking high-level orientations with implementation. Stepping up exchanges among legislators, friendship parliamentary groups, and local-level legislative bodies, as well as coordination at inter-parliamentary forums, will further nurture Viet Nam - China friendship and contribute to maintaining peace, stability, and development in the region.

With the determination of the two countries’ leaders and close coordination between their legislative bodies, the visit by N.A. President Tran Thanh Man is expected to deliver practical results and mark new progress in legislative cooperation. It will contribute to deepening and enhancing the effectiveness of Viet Nam - China relations, serving each country’s development goals and the interests of their peoples.
