Vietnam also climbed 15 places in the 2024 United Nations E-Government Development Index, ranking 71st out of 193 countries, reflecting strong progress in building a digital government.

The MST announced the DTI 2024 results at a ceremony marking National Digital Transformation Day 2025 in Hanoi on October 21.
At the provincial level, the DTI averaged 0.6961, a 2.6% year-on-year increase. All three key pillars showed improvement, with digital government scoring 0.7582, up 4.7%; digital economy at 0.7723, up 13.3%; and digital society at 0.7692, up 13.4%. The results highlight local efforts to apply digital technology in governance and socio-economic development, accelerating digitization across sectors.
Hanoi led the 2024 ranking, followed by Hue, Hai Phong, Ho Chi Minh City, and Thanh Hoa. Meanwhile, Cao Bang, Quang Tri, and Hung Yen were the worst performers.
At the national level, ministries were not ranked for 2024 due to organizational restructuring starting in March 2025, which left several ministries unable to provide complete datasets.
The MST is updating the DTI framework to align with new government resolutions and international evaluation standards. The revised framework, set for release in the fourth quarter of this year, will better reflect the outcomes of digital transformation rather than just implementation progress.
The updated DTI will be used for 2025 assessments covering ministries and 34 provinces after administrative mergers, with results to be announced in the first quarter of 2026.
Launched in 2020, the DTI measures Vietnam’s digital transformation across three levels - national, ministerial, and provincial - using 12 indicators under three pillars: Digital Government (400 points), Digital Economy (300), and Digital Society (300). Data are collected and assessed online via dti.gov.vn, combining automated measurement and verified statistical reports to ensure transparency and accuracy.
