The director of the General Department of Defense Industry assigned Factory Z173 to coordinate with military units to research and manufacture weaponry and equipment using a rolling approach. Specifically, surveying and drafting design and technological documents are conducted concurrently with the manufacturing process. Once the design for a specific component or part is completed, the blueprints are immediately provided to the production unit to commence manufacturing, with the designing unit taking full responsibility for its respective parts.

To ensure successful mission fulfillment, Factory Z173 and participating units have closely coordinated and synchronously implemented research, design, and manufacturing tasks. The units have established steering committees and working groups to draft detailed plans with specific timelines, clear personnel assignments, and defined responsibilities, ensuring strict, scientific, and on-schedule execution.

In addition, the units have pro-actively sought partners to secure materials for manufacturing and assembling the components they oversee. They have also reorganized technological layouts and updated design documents parallel to the production process. Regular inspections and supervision have been maintained to promptly resolve any emerging difficulties.
