Major General Doan Xuan Bo stated at the event, "The timing of the cycling race is highly significant as the country is organizing various activities to commemorate the 70th anniversary of the Dien Bien Phu historic victory (May 7, 1954 - 2024). During the preparation for the tournament, the organizing panel has received regular guidance from the Central Military Commission, the Ministry of National Defense, and the General Department of Political Affairs of the Vietnam People's Army, as well as support from accompanying units."

The fifth edition of the "Return to Dien Bien Phu – 2024, People's Army Newspaper Cup" cycling tournament will take place from May 1 to 5 along a total distance of 525km from Hanoi to Dien Bien Phu city. The race will involve 70 athletes from 10 teams from Hanoi, Ho Chi Minh City, Military Region 7, An Giang, Dong Thap, Dong Nai, Binh Duong, Vinh Long, Thanh Hoa, and Hoa Binh.

As part of the race, many social welfare and gratitude activities will be coordinated by the organizing panel, the accompanying units, and local authorities. Specifically, the organizing panel will allocate funds to build 12 gratitude houses, a school, and 30 toilets for schools, present 200 gifts to policy beneficiary families in Dien Bien Phu city, and offer 127 gift packages, to veterans who participated in the Dien Bien Phu Campaign and are now residing in Dien Bien province. The total estimated budget for these activities is approximately VND 9.5 billion.

Additionally, the organizing panel will hold an online contest about Dien Bien Phu Victory through quizzes in the People's Army Newspaper Online, a photo contest titled "Moments of the tournament" on the newspaper’s Facebook fanpage and the printed People's Army Newspaper, and a photo exhibition.
