According to Col. Thu, the tournament is jointly held by the Ministry of Culture, Sports and Tourism, the General Department of Political Affairs, the People’s Army Newspaper, the General Department of Sports and Physical Training, the Vietnam Motor-Bicycle Sports Federation, sponsors, functional agencies, and local authorities. The event aims to celebrate the 70th anniversary of the Dien Bien Phu Victory.

The PAN's deputy editor-in-chief underscored that it is an important socio-political and traditional sports event, contributing to educating people and troops of the Dien Bien Phu Victory.
Within the framework of the tournament, the organizing panel will carry out a series of practical activities, including incense offering at Ly Thai To Monument (Hanoi), War Cemetery in Dien Bien Phu city and Dien Bien Phu Victory Monument (Dien Bien); and a photo exhibition featuring the PAN’s cycling tournaments over the years.
On the occasion, the organizers will present gratitude houses and gifts to Dien Bien Phu veterans, relatives of martyrs, policy beneficiaries, and disadvantaged students in Hanoi, provinces of Hoa Binh, Son La, and Dien Bien, and many other localities.
This year’s cycling tournament draws hundreds of cyclists from the 10 strongest cycling teams across the country, such as Military Region 7, Hanoi, Ho Chi Minh City, An Giang, Dong Thap, Binh Duong, Vinh Long, Thanh Hoa, and Hoa Binh.
The event will last from May 1 to 5 with six stages. The opening ceremony and the first stage will take place on May 1 in Hoan Kiem (Returned Sword) Lake, Hanoi. The closing ceremony and the final stage around Dien Bien Phu city will be held on May 5. The tournament’s activities will be broadcast live on the Culture-Sports Channel, the VTC Digital Television, and the Voice of Vietnam.
At the conference, delegates agreed to continue to coordinate with each other and review the preparation work for the event, stressing the need to ensure absolute safety and security during the stages of the tournament and the success of the event. Meanwhile, they will promote information dissemination about the tournament as well as activities to celebrate the 70th anniversary of Dien Bien Phu Victory.
