The Vietnamese delegation was led by Deputy Defense Minister Senior Lieutenant General Vo Minh Luong, while the Cambodian side was headed by Nhem Valy, Secretary of State at the Cambodia Ministry of Cults and Religion, Standing Vice Chairman and General Secretary of the Cambodian Council, and Chairman of the Committee for Repairing and Restoring Vietnam-Cambodia Friendship Monuments.
At the session, the two delegations evaluated that despite the complicated developments of the COVID-19 pandemic, the two sides have over the past time cooperated to effectively conduct surveys to assess the conditions of Vietnam-Cambodia friendship monuments in Cambodia and propose plans to repair or upgrade them. The Vietnamese MND and SFDCM have regularly exchanged information to ensure the progress, quality, and safety of those projects.
Since 2015, Vietnam has provided financial assistance to support Cambodia in upgrading 23 monuments in its 23 provinces and cities and SFDCM’s headquarters. From 2020 to August 2022 alone, Vietnam appraised and gave financial assistance to Cambodia to conduct seven projects on building or upgrading Vietnam-Cambodia friendship monuments.

At the event, the two sides agreed to continue carrying out the agreement signed at the previous meeting.
Speaking at the session, Mr. Nhem Valy deeply thanked Vietnam for its support to the Cambodian people to overthrow the Pol Pot genocidal regime in the past and their national construction cause over the past years.
The Cambodian official affirmed that SFDCM will continue working with units and localities to review the condition of monuments that have not been repaired or upgraded to propose repairing and restoring plans to summit to authorized agencies for approval before transferring them to the Vietnamese side to assess and give financial support.

On behalf of the Vietnamese MND, Senior Lieutenant General Vo Minh Luong thanked SFDCM and relevant Cambodian agencies and localities for their coordination in carrying out projects. The Vietnamese deputy defense minister emphasized that since Vietnam-Cambodia friendship monuments are typical historical and cultural projects of the traditional relations, friendship, and cooperation of the two countries, they should be strictly and effectively managed and protected in accordance with the people's customs and culture, contributing to building the solidarity and good friendship between Vietnam and Cambodia.
