During the event, General Phan Van Giang congratulated the awardees of the contest. He emphasized that apart from the purpose of introducing and promoting the potential and beauty of the nature, people, and Vietnam's sea and islands to the domestic and international art-loving audience, the contest also contributes to affirming the Party and State's wise direction, the efforts of localities in implementing the resolutions of the 13th National Congress of the Communist Party of Vietnam and Resolution No.36-NQ/TW issued on October 22, 2018 by the 12th Central Committee of the Communist Party of Vietnam regarding the sustainable development strategy of Vietnam's marine economy until 2030 and vision until 2045.

General Phan Van Giang stressed the importance of enhancing awareness regarding the significance of the national sea and islands to the Fatherland’s construction and  protection cause across the entire Party, people, and military. He hoped the art works of the contest will help evoke the pride and patriotism of every Vietnamese, diversify the methods and forms of external affairs information, promote the image of Vietnam and its people internationally, and encourage artists to create valuable art works serving the country's political tasks.

At the ceremony, General Phan Van Giang and Mr. Nguyen Trong Nghia awarded the top two prizes to two authors: Cao Minh Det (from An Giang province) for the single photo “Diem sang nang luong xanh” (Bright spot of green energy) and Nguyen Van Dao, from Nghe An province, for the photo series “Doc dao le hoi Phuc Luc Ngoat” (Unique festival of Phuc Luc Ngoat).

The “Fatherland by the waves” national-level art photography contest in 2023 attracted 9,595 entries from 2,590 authors nationwide. The organizers selected 154 photos for exhibition and awarded 2 first, 4 second, 6 third, and 10 consolation prizes for the outstanding single photos and photo series of the contest.
