Running from November 1, 2026 to February 28, 2027, the plan adopts the motto “Unity – Action – Breakthrough – Reaching New Heights” and focuses on six pillars: technical infrastructure; university urban governance; training; scientific research and innovation; mobilization of social resources; and workforce development.
In science and technology, VNU Ha Noi aims to establish five regular research groups at Hoa Lac; develop shared laboratories, a Cybersecurity Center, a Robotics Research Center, and spaces for testing new technologies. The VNU02 Research and Innovation Area, with more than 100,000 sq.m of floor space, is being prepared for operation to accommodate research institutes, R&D centers, and units cooperating with businesses.
Director Bui The Duy emphasized the need for decisive implementation, with clear responsibilities, tasks, and timelines, while using tangible products and substantive changes as the measure of results.
In the 2026-2027 academic year, VNU Ha Noi will arrange for nearly 17,000 students from 11 training units to study at Hoa Lac on a full-time basis. It is preparing to accommodate more than 30,000 students in the 2027-2028 academic year, with a target of reaching 60,000 students by 2030.
Considering this an important step in developing a university urban area, Deputy Prime Minister Ho Quoc Dung asked VNU Ha Noi to study advanced models and focus on developing an academic and international exchange area, specialized research institutes, and an area for business partnerships featuring R&D centers, as well as public science spaces serving the people, particularly young people.
