The online signing ceremony brought together senior representatives from both sides, including Professor Oscar Afonso, head of FEP, and Associate Professor, Dr. Nguyen Anh Thu, Vice Rector of the UEB. Vietnamese Ambassador to Portugal Nguyen Manh Thang and President of the Portugal–Vietnam Friendship Association José Pedro de Sousa Vieira, witnessed the event.

The agreement establishes a robust framework for academic cooperation across multiple areas, encompassing academic exchanges through sharing scientific materials, publications, research findings, and academic visits that will facilitate exchange between researchers and lecturers from both sides. Additionally, it also includes students and lecturer exchange programs to expand international learning and teaching opportunities, joint organization of international seminars, implementation of collaborative research projects, training programs, and initiatives to promote mutual understanding.
Leaders from both sides expressed their hope that the agreement will open up tangible cooperation opportunities, contributing to the development of the international academic community while consolidating the Vietnam–Portugal friendship.
Ambassador Thang laid stress on the significance of this partnership, which coincides with the 50th anniversary of the diplomatic relations. He noted that the agreement is part of broader efforts by both countries to enhance cooperation, particularly in education.
He further highlighted the remarkable progress in the Vietnam–Portugal relations over the past five decades, adding building on their traditional friendship, the two nations have maintained diverse exchange and cooperation channels.
Both sides are actively advancing the establishment of embassies in each other's capitals, creating favorable conditions for cooperation and exchanges across the domains of politics, economy, culture, and society.
