Speaking at the January 22 handover ceremony, jointly held by Vietnamese - German University and the German World University Service (WUS), Dr Kambiz Ghawami, WUS President, said Vietnam is among the leading countries in Southeast Asia in building a legal framework for artificial intelligence, with a dedicated law expected to take effect in March 2026. Alongside rapid digital transformation, Vietnam’s vocational education sector is undergoing positive changes, in which the Digital Transformation Expert training programme plays a key role, he noted.

The “Digital Classroom” model follows five German-standard pillars covering digitalised school management, lecturer capacity building, interactive digital learning resources, modern teaching infrastructure, and stronger links between vocational schools and businesses. The model will be adapted to local vocational education conditions in Ho Chi Minh City.
Vietnamese - German University and its German partners reaffirmed their commitment to accompanying Vietnam in advancing the digital transformation of education, while expressing their hope that the trained experts will become a core force in sustaining and spreading these values throughout the vocational education community.
Sponsors expect the 12 beneficiary institutions to gradually develop into “model practice centres” for digital transformation, continue refining digital manuals, and implement training under a “train-the-trainers” approach. This will allow the “Digital Classroom” model to be scaled up across Vietnam’s vocational education system, contributing to the supply of high-quality human resources for the emerging digital labour market.
The “Digital Classroom” model is part of the Digital Change Expert (DCE) project launched in 2023. The project is the result of a strategic partnership between the German state of Hesse and Vietnam, aimed at supporting the modernisation of the vocational education system, particularly by enhancing digital transformation capacity at training institutions.
After completing Phase 1, which trained nearly 30 leaders and managers, the project has moved into Phase 2, focusing on practical application and technology transfer for 34 officials from 12 intermediate and college-level institutions in Ho Chi Minh City.
