On August 23, the working group of Military Region 4 conducted on-site inspections at Cua Lo port in Nghe An province and Cua Sot fishing port in Ha Tinh province, directing units to pro-actively implement storm response. Units were ordered to review all forces and equipment across key areas likely to be hit directly by the storm to ensure effective response. They were also instructed to stockpile sufficient food supplies and maintain readiness of personnel and equipment to support local people in storm prevention and recovery efforts.

As of 5p.m. on August 23, in Military Region 4, there were still 2,206 vehicles with 13,075 workers operating at sea. Border guard forces are placed on high alert, actively disseminating information and urging fishing ships to return to port for shelter.

According to the Thanh Hoa provincial Civil Defense Command, as of the afternoon of August 23, the province still had 1,396 vessels with 6,981 fishermen operating at sea, all of whom remained in communication and were informed about the storm. The Thanh Hoa provincial Military Command ordered units to quickly implement response measures, reinforce warehouses and barracks, prepare forces and equipment, and advise local authorities on reviewing vulnerable flood- and landslide-prone areas with evacuation plans ready if necessary.

To cope with Kajiki, Nghe An province has banned all ships, boats, and transport vessels from going to sea starting 5a.m. on August 24. Vessels already at sea must return to shore and anchor safely before 10a.m. the same day. By the afternoon of August 23, the province still had 257 vessels with 1,322 crew-members at sea, all of whom had received storm updates. The Nghe An provincial Military Command has maintained maximum readiness of personnel, equipment, and facilities for storm response.

On August 23, the Standing Board of the Ha Tinh provincial Party Committee issued Directive 62-CT/TU, requiring all sectors and localities to urgently implement storm response measures. The directive ordered the suspension of non-essential meetings to focus on storm prevention. Local leaders will be held accountable before the Standing Board if loss of life occurs due to negligence or complacency. Currently, 65 vessels with 231 crew-members from Ha Tinh are still operating at sea. The provincial military command instructed the Border Guard Command to stay in touch with vessel owners, provide storm updates, and guide them out of dangerous areas.
