In his swearing-in speech, State President Nguyen Minh Triet emphasised his strong determination to accelerate judicial reform, combat corruption, raise individual responsibility and effectively implement the set action plan after being nominated as deputy to the 12th National Assembly (NA).
With 98.78 percent of the total votes in favour, Nguyen Minh Triet was re-elected State President of the 12th legislature at the current NA session in Hanoi on July 24. After his swearing-in speech, Mr Triet devised key tasks for his new term in a short interview granted to the media.
Reporter: Are you satisfied with the results of the recent election?
State President Triet: The results were very satisfactory as most of previous deputies were re-elected. It is a normal thing when some NA deputies did not agreed with the results. However, the crux of the matter is that we should overcome the shortcomings that have disappointed them.
Reporter: How will you fulfil key tasks in your capacity as State President?
State President Triet: The Party has defined economic development and Party building as key tasks while maintaining national defense and security and upholding cultural tradition. However, priority will be given to each task at different times.
Reporter: As you said many important things remain to be done. What are they?
State President Triet: It is difficult to define what my main task is among 12 key tasks as stipulated in the Constitution, including dealing with domestic and foreign affairs, maintaining national defence and security pushing through judicial reform.
Reporter: During the past year since your nomination as State President of the 11th NA, you have been praised for performing well in both internal and external affairs and greatly contributing to the success of the 14th APEC Summit. What will you do in your new term to obtain greater achievements?
State President Triet: I assume this mission when the country was already developing strongly, so I inherited the achievements. The successful organisation of the APEC summithas beenclear proof of our country’s strong development. The success was made possible by the entire Party and State. In the near future, the whole country will make greater efforts to gain further achievements.
Reporter: What will you focus on to achieve further success in the near future?
State President Triet: I will direct the implementation of the Party Politburo’s Resolution No8 to make government officials strong and transparent and reorganise court, and procuracy systems at all levels to improve the role of the two agencies.
Reporter: What’s most important in judicial reform is to ensure compensation for people facing unfair trials. However, it seems that since the adoption of Resolution No388 on compensation those people who were prosecuted would end up pleading guilty on certain charges so that they could not receive compensation. What do you think about the problem?
State President Triet: I know that in recent times some government agencies made mistakes in handling a number of cases. We will resolve them in a lawful manner. For those suffering from injustice I do not think we cannot compensate them in due respect as their families were so grief-stricken, some tormented to a breaking point. First we should show compassion and then take care of them.
Reporter: In fact, compensation is slow going. What should we do to deal with the problem?
State President Triet: We should consider and find out the reasons behind such a slow compensation. Our administrative apparatus is still cumbersome. Relevant organisations should closely coordinate with each other to speed up the compensation process.
