The session focused on the organization and operation of local agencies and units under the two-tier local government; advisory work and implementation of Politburo’s Regulation No.366-QD/TW dated August 30, 2025 on self-criticism, evaluation and performance classification for collectives and individuals within the political system; and the realization of Politburo’s Resolution No.57-NQ/TW on breakthroughs in science and technology, innovation and national digital transformation.

Recently, the Organization Commission and the Department of Home Affairs have actively advised the provincial leadership on apparatus restructuring and personnel consolidation in line with the operational requirements of the two-tier local government model.
To date, more than 97.9% of commune- and ward-level Party secretaries are non-local personnel. Local agencies have streamlined functions, reduced intermediary levels and improved state management efficiency.
The province has organized training courses on digital transformation, administrative reform and public service skills, while also developing projects on young cadre training, innovation and document digitalization.
Regarding Regulation No.366-QD/TW, the Organization Commission advised the issuance of detailed guidance on evaluation and classification criteria and strengthened grassroots inspection and supervision. In 2025, 99.5% of grassroots Party organizations were rated as successfully or better completing their tasks, while over 84.6% of Party members successfully or excellently completed their assigned duties.
Addressing the working session, Gen. Tung highly praised the proactive and serious preparations of the two agencies, as well as their effective advisory role in implementing central guidelines in accordance with local realities.
He asked for continued suggestions on effective operation of the two-tier local government to help streamline the apparatus and renew the Party’s leadership methods, improve governance efficiency and better serve people and businesses.
He underlined that all policy decisions must be based on scientific and practical data to create new development momentum, improve local governance capacity, and effectively address difficulties and obstacles arising at the grassroots level.
He urged the two agencies to continue refining functions and responsibilities, address overlapping documents, improve decentralization mechanisms, attract talents and enhance the quality of cadres and civil servants, ensuring the right people are assigned to the right positions.
The same day, the inspection team worked with the Tay Ninh Department of Finance on the operation of local agencies and units; tasks and solutions to achieve the average GDP growth rate of 10% or higher during the 2026-2030 period in accordance with the Resolution of the 14th National Party Congress; advisory work to implement Resolution No.57-NQ/TW.
