N.A. Chairman Man made the statement on October 21 during group discussions at the 10th session of the 15th N.A. The debates focused on the 2021-2026 term reports of the State President and the Government; the draft report on the N.A.’s 15th working term; the 15th-tenure performance reports of the N.A. Standing Committee, the N.A. Council for Ethnic Affairs, the legislature’s committees, and the State Audit Office; as well as the 2021-2026 term reports of the Supreme People’s Court and the Supreme People’s Procuracy.
He noted that the N.A. has strongly reformed its legislative mindset and process, effectively accelerated digital transformation and AI application to lawmaking, and stayed pro-active and creative. As a result, it has adopted a large number of laws and resolutions with guaranteed quality in a short period of time.

Chairman of the N.A. Council for Ethnic Affairs Lam Van Man noted the 15th N.A. has fulfilled its tasks excellently despite many challenges and a heavy workload. It has successfully institutionalized Party policies, notably amending the 2013 Constitution with 100% approval (470/470 deputies), passed 45 legal resolutions, and revised multiple laws to streamline the political apparatus and build a two-tier local administration model.
In addition, he went on, the parliament has greatly changed its legislative mindset, stepped up the delegation of authority to the Government, ministries, sectors and localities, and boost flexibility and feasibility in state management, thereby meeting requirements in reality, tackling bottlenecks, and unlocking resources in a timely manner.
He suggested the 16th legislature continue to streamline the legislative process, strengthen social feedback and expert and public participation, and remain a key driver in institutional development to meet international integration requirements.
At the discussions, deputies assessed that during the past term, the N.A., the Government, the State President, and relevant agencies have been proactive, innovative, and bold in thinking and actions, especially in institutional improvement, administrative reform, digital transformation, AI application, development-oriented policymaking, resource mobilization, public welfare, and international integration.
Venerable Thich Duc Thien, a deputy of Dien Bien province, said voters, Buddhist monks, and followers have strong confidence in the leadership of the Party and the State, headed by the Party General Secretary, the President, the Prime Minister, and the Chairman of the N.A.
Despite many difficulties during 2021-2025, the country has achieved significant accomplishments, with impressive socio-economic growth, ensured social security, and the religious life of the people receiving due attention, he said.
Deputy Le Minh Nam from Can Tho city praised the Government’s pro-active, flexible, and creative role in post-COVID-19 economic recovery, power decentralization, and local administration reorganization.
He stressed that in the next term, focus should be put on further improving the quality of legal documents, adding that Government should ensure timely guidance for law enforcement, review law implementation to remove obstacles, and clarify state agencies’ accountability in enforcement.
