The draft resolution was previously discussed in groups on October 18 and at plenary sittings on October 30-31 during the session.
The resolution establishes objectives, targets, and key orientations for 2027, enabling the Government, ministries, and localities to formulate concrete action plans. It aims to efficiently mobilize resources for rapid, sustainable growth while linking economic expansion with social equity and improved living standards.
Before the vote, Minister of Finance Ngo Van Tuan, on behalf of the Prime Minister, presented the Government's report addressing deputies' feedback and revisions.
He noted that lawmakers broadly endorsed the draft and contributed practical, comprehensive recommendations across sectors, which the Government integrated into the draft and its operational plan for 2027.
The Government will direct ministries, sectors, and localities to execute the plan, striving to achieve or exceed approved targets with clear accountability, timelines, and measurable outcomes.
Key priorities include refining the institutional framework, mobilizing resources efficiently, revitalizing traditional growth drivers, and fostering breakthroughs in emerging ones. Authorities will accelerate economic restructuring and growth model transformation, focusing on science, technology, innovation, digital transformation, and labor productivity.
According to Tuan, relevant stakeholders will foster all economic sectors, elevate the private sector, and strengthen endogenous economic capacity, autonomy, and competitiveness.
The Government will closely link economic growth with cultural-social progress, environmental protection, job generation, and higher incomes. It aims to distribute development benefits equitably across regions and groups, laying a solid foundation for sustainable growth during 2026-2030 and beyond.
Regarding macroeconomic stability and inflation control, the report observed that the 2027 global and regional outlook remains volatile. Elevated costs for energy, raw materials, and transport, coupled with shifting monetary policies in major economies, will exert pressure on domestic management.
Maintaining macroeconomic stability, curbing inflation, and ensuring key economic balances remain vital to securing the growth target of at least 10%.
Under the resolution, the N.A. designated 2027 as a pivotal year for breakthroughs and momentum building to implement the Resolution of the 14th National Party Congress.
The legislature demands resolute efforts to achieve at least 10% economic growth while stabilizing macro balances, taking productivity and living standards as core benchmarks of performance.
The resolution urges bolder decentralization alongside matched resources, transitioning decisively from policymaking to enforcement with distinct accountability, and ensuring the smooth operation of the two-tier local administration model.
It emphasizes balanced socio-economic and environmental progress, social welfare, persistent anti-corruption measures, waste prevention, enhanced national defense and security, and expanded foreign relations and public communication.
The N.A. targets per capita GDP at around 6,100 USD and average CPI growth of about 4.5% next year. Industry and construction are projected to expand by 12.2%, including 12.3% for manufacturing and processing, while services and agriculture-forestry-fisheries are expected to rise by 9.8% and 3.8%, respectively.
The industrial production index (IIP) is targeted to grow 11.5-12.5%, retail sales and consumer services by 14%, exports by 15%, and imports by 12%.
The legislature also seeks market expansion, targeting 1.18 million active firms and 15-17% e-commerce growth. The digital economy is projected to account for 23.5% of GDP, with 37% of businesses engaged in innovation.
