The documents included the draft Political Report; the draft report on theoretical and practical issues arising from 40 years of the socialist-oriented Doi Moi (Renewal) cause in Vietnam; the draft report on 15 years of implementing the Party Charter; the nominations of candidates for the 14th Party Central Committee and its Inspection Commission; the timing, contents, and agenda of the 14th National Party Congress; the working and electoral regulations.

Participants also gave opinions on a report on socio-economic performance in 2025 and socio-economic development plan for 2026; reports on State budget allocation in 2025, estimates for 2026, a national financial plan for 2026-2028; the five-year national financial plan for 2026-2030; personnel matters; and other significant issues.

Party General Secretary To Lam delivered important speeches at the opening and closing of the event.

Commenting on the draft Political Report for the 14th National Party Congress, participants agreed that the report has been thoroughly and comprehensively prepared. It reflects the direction of the Party General Secretary in strengthening strategic autonomy, perfecting development institutions, and promoting four major transformations - digital, green, energy, and structural - while improving human resource quality. The inclusion of a Party Central Committee Action Program to implement the 14th National Party Congress’s Resolution within the Political Report represents a new, action-oriented, and concise approach to ensure clarity and feasibility.

They also contributed valuable feedback on other documents to refine them further.

Discussing the report on socio-economic performance in 2025 and development plan for 2026, they highlighted achievements, identified challenges and limitations, analyzed their causes, and drew lessons to guide economic and social development for the remainder of 2025 and into 2026. The Politburo was tasked with finalizing relevant conclusions and directing the Government’s Party Committee to refine reports for submission to the 15th National Assembly’s 10th session.

At the plenum, the Party Central Committee decided to elect four additional members to the 13th Party Central Committee's Inspection Commission.

Participants also contributed opinions on personnel for the Politburo to decide on nominations to the 15th National Assembly for the election of a number of key positions, including Secretary General and Chairman of the Office of the National Assembly; Chairman of the National Assembly's Committee on Science, Technology, and Environment; member of the National Assembly Standing Committee and Chairman of the N.A. Committee for Deputy Affairs; as well as for the approval of the appointments of Deputy Prime Minister, Minister of Foreign Affairs, and Minister of Home Affairs.

At the closing of 13th Party Central Committee's 13th plenum

They agreed for Le Quang Huy, member of the Party Central Committee, member of the National Assembly’s Standing Board and Chairman of the N.A.'s Committee on Science, Technology and Environment, to step down as a member of the 13th Party Central Committee.

The Party Central Committee decided to discipline Do Trong Hung, member of the Party Central Committee, former deputy head of the Party Central Committee's Organization Commission, and former Secretary of the Thanh Hoa provincial Party Committee, by removing him from all Party positions for serious violations of Party regulations and State laws in performing his duties in prevention an control of corruption, wastefulness and negative phenomena, violating regulations on things a Party member is banned to do, failing to fulfil the responsibility for setting an example, causing severe consequences and stirring  public outrage.

The committee also discussed preparations for the 14th National Party Congress, and a number of other issues.

It called on the entire Party, people, and armed forces to enhance solidarity and unity to overcome difficulties and challenges; swiftly recover from recent storms and floods; restore production and livelihoods; safeguard national defense and security; and successfully fulfil the socio-economic targets for 2025 and the objectives set by the 13th National Party Congress, paving the way for the successful organization of the 14th National Party Congress.
