The Hanoi People’s Committee has issued Decision 36/2007/QD-UBND on meeting citizens and resolving their complaints within its jurisdiction.
Accordingly, heads of state organs at all levels and agencies affiliated with Hanoi have to periodically meet citizens to study and resolve their complaints, denouncements, petitions within their jurisdiction.
The decision states that the schedule of periodical meetings must be relevant to different titles. For instance, chairmen of People’s Committees of communes, wards and towns must hold meetings once a week; chairmen of People’s Committees of districts and precincts, twice a month; and heads of State organs must meet people once a month.
The decision also stipulates that the chairman of the Hanoi People’s Committees has to reserve at least one day per month to meet and solve citizens’ complaints.
All complaints should be settled for the first time within 30 days of the dates when the complaints were handed in. For complicated cases, it will be within 45 days.
The deadline for the settlement of a case is 45 days and for complicated cases it is 60 days.
The decision also stipulates that all denouncements are to be settled within 60 days and 90 days in complicated cases.
