At the ceremony, Commanding Officer of Regiment 196 Colonel Vu Quang reviewed the unit's 30-year journey of formation, development, and growth.
Over the past three decades, the regiment has consistently identified training and combat readiness as its central political mission. Despite initial challenges in infrastructure, equipment, and manpower, generations of officers and sailors have continuously strived to master submarines and specialized equipment, laying a solid foundation for an elite submarine force.
Attentively, the regiment was awarded the Second-class Fatherland Protection Order in 2016 and the First-class Fatherland Protection Order in 2025 by the State President. It also received the Ministry of National Defense's emulation flags in 2022, 2023, and 2024, as well as the Vietnam People's Navy's emulation flag in 2024.
Applauding the regiment's achievements over the past three decades, Rear Admiral Do Quoc An called on the unit to continue thoroughly implementing the Party's resolutions and directives on military and national defense affairs, strengthen the political stance and ideological steadfastness of its officers, make breakthroughs in improving training quality and proficiency in operating modern weapons and equipment, and promote scientific research, digital transformation, and foreign language learning.

He also urged the regiment to strictly enforce submarine discipline, strengthen military standardization and discipline management, ensure absolute safety in all activities, actively engage in mass mobilization and maintain close ties with local communities, build a healthy and strong Party organization, and improve the material and spiritual life of its officers. These efforts, he emphasized, will contribute to building a revolutionary, regular, elite, and modern unit capable of firmly safeguarding Vietnam's maritime sovereignty in the new situation.
