MND conducts field survey to develop Bach Long Vi into an economic-defense center
PANO - A delegation of the Ministry of National Defense (MND), led by Deputy Chief of the General Staff Lieutenant General Thai Dai Ngoc, in coordination with the Hai Phong municipal People’s Committee conducted a field survey and initiated planning to develop Bach Long Vi island district into an economic-defense center in the Gulf of Tonkin, on April 23.

Resolution No.07/NQ-CP dated January 10, 2025, issued by the Government, outlines the task of "Building and developing Bach Long Vi island district into an economic-defense center in the Gulf of Tonkin." Under this resolution, the Ministry of National Defense is assigned to take the lead, working with the Hai Phong municipal People's Committee and other relevant ministries and sectors to develop the plan.
During the visit, the delegation surveyed several key locations to evaluate the current conditions and potential for the comprehensive development of the district.

The plan focuses on developing services and tourism; applying high technology to aquaculture and food production; preserving marine ecosystems and protecting the marine environment; constructing synchronized and modern infrastructure; and improving transportation connectivity between the mainland and the island. It must also ensure the supply of clean water and electricity to attract investment.
The plan’s objectives also identify options for closely combining socio-economic development with national defense and security consolidation. By 2030, the island district is expected to become a regional hub for fishery logistics, rescue operations, and storm sheltering in the Northern maritime area.

Concluding the survey, Deputy Chief of the General Staff Thai Dai Ngoc instructed all forces, agencies, and units under the Ministry of National Defense to promptly build the plan. He emphasized the need to continue advising higher authorities on improving on-site defense capabilities, building defensive and combat facilities, and providing appropriate equipment and resources for stationed armed forces on the island.
He also called for close coordination with local authorities and relevant units to research and propose solutions to ensure the feasibility, sustainability, and strategic alignment of the plan, turning Bach Long Vi into a worthy economic-defense center in the Gulf of Tonkin that meets its development goals.
