Defense Ministry delegations inspect task performance of MR 3

PANO - A delegation of the Ministry of National Defense, led by Lieutenant General Nguyen Quoc Khanh, Deputy Chief of the General Staff of the Vietnam People’s Army and Deputy Head of the Ministry’s Administrative Reform Committee, checked task performance in 2016 of the Military Region 3 Command and Hai Phong City Military Command.
This year, the Military Region 3 Command and its constituent units comprehensively carried out the administrative reform task. Under the direction of the command, units organized video conferences with diserve contents, reduced the use of administrative papers and improved quality of meetings and compilation of normative and administrative documents.

Notably, a quality management system with the national standards was put into operation at the command and its five units. The command is effectively improving such a system to make it simpler.
Working with the Hai Phong City Military Command later on the day, the delegation highly appreciated the unit’s positive outcomes in implementing the task. It was equipped hundreds of computers and devices and put into operation four data management softwares to help manage documents and streamline administrative procedures.
Speaking highly of the two commands’ task performance, the delegation also pointed out shortcomings in ensuring military information security and renewing methods of educating the task. It also requested units to build regular and comprehensively strong units, to renovate advisory work to propose measures related to military and defense and to improve their staff’ expertise.
Also on November 23 and 24, inspecting the construction of barracks at Military Region 3 and Navy Service, a Defense Ministry delegation, led by Lieutenant General Duong Van Ra, Director of the General Department of Logistics, concluded that the two units strictly implemented the Ministry of National Defense’s regulations on managing investment in construction, well performed planning, project assessment and appraisal, quality management, effectively use investment capital as well as well practiced thrift and economy.
The delegation also asked them to re-check downgraded facilities in need of fixing to add to the investment and building plans for 2017 with a priority for key units and those stationed in mountainous and remote areas, on islands and in border areas. The construction or upgrade of facilities must observe high safety and practice economy.
