The agreement was reached during the talks between them held on September 12 at the headquarters of the Lao Ministry of National Defense in Vientiane.

The Vietnamese delegation was headed by Lieutenant General Hoang Xuan Chien, Chief of the Vietnam Border Guard Command, while Major General Siphan Phutthavong, Director of the Lao Border Guard Department led the Lao delegation.

The Vietnamese delegation was on a Lao visit from September 11 to 13 at the invitation of the Director of the Lao Border Guard Department.

At the talks, the two sides agreed to continue directing their affiliates to seriously and effectively carry out the inked border cooperation deals, to boost information dissemination to raise awareness of people living on both sides of the shared borderline of the two countries’ signed protocol on borderline and border markers, agreement on land border and border gate management, and the Vietnam-Laos special ties.

They will actively engage in organizing and participating in border friendship exchange programs at all levels and support each other in personnel training to improve professional competence and law enforcement capacity of each country’s border guard forces.

As part of the Lao visit, the Vietnamese delegation presented Lao Kip 90 million (about USD 10,000) to the Lao Ministry of National Defense as a support for Lao people in the flood-devastated Central and Southern Laos.

On the same day, at the Lao Ministry of National Defense’s headquarters, Lao Defense Minister General Chansamone Channhalat hosted a reception for the Vietnamese border guard delegation, during which the host highly valued the visit, stressing that it would help expand the traditional friendship, special solidarity and comprehensive cooperation between the two Parties, States, peoples and border guard forces.

General Chien thanked the Lao Defense Minister for a solemn reception and believed that under his sound leadership, the Lao People’s Army would always undertake and outstandingly complete all assignments by the Lao Party and State and bring into full play the special ties between the two Parties, States, militaries and peoples.
