The two officers are Sr. Capt. Nguyen Ngoc Anh, a Logistics Assistant at the Vietnam Department of Peacekeeping Operations (VNDPKO), who will serve as a Logistics Staff Officer in the United Nations Interim Security Force for Abyei (UNISFA), and Sr. Capt. Nguyen Van Nam, Deputy Head of Company 1, Battalion 1, Chemical Officer Candidate School under the Chemical Corps, who will serve as a military observer in the United Nations Mission in South Sudan (UNMISS). They are scheduled to depart in August 2026.
Speaking at the ceremony, Sr. Lt. Gen. Phung Si Tan praised the VPA’s more than 12 years of participation in U.N. peacekeeping operations. He said generations of Vietnamese officers and personnel had overcome difficulties and successfully fulfilled their missions, contributing to enhancing the image and reputation of Vietnam, the VPA and Vietnamese peacekeeping forces in the international environment.

He congratulated the two officers on being entrusted with their missions by the Party, State and military, expressing confidence that they would uphold the traditions of the VPA and Vietnamese peacekeeping forces and successfully complete their assignments. He also praised the VNDPKO and relevant agencies and units for their thorough preparations. The two officers have completed selection, training and professional development requirements and are ready to be deployed for their missions.
At the event, Sr. Col. Pham Tan Phong, VNDPKO’s Deputy Director, said preparations had covered personnel selection, training, foreign-language development, mission planning and arrangements for the handover of duties in the mission areas. Sr. Capt. Nguyen Ngoc Anh previously served as an Administrative Officer at Vietnam’s Level-2 Field Hospital Rotation 4 at UNMISS during the 2022-2023 rotation. Sr. Capt. Nguyen Van Nam received specialized training related to his assignment as a military observer.

Sr. Lt. Gen. Phung Si Tan instructed the two officers to strictly comply with U.N. regulations, the laws of the host country and military discipline; remain loyal to the Party, State, military and people; closely monitor situational developments; apply their professional expertise; uphold the qualities of “Uncle Ho’s Soldiers”; ensure security and safety; and place national interests above all else. He also urged them to closely coordinate with Vietnamese forces in the mission areas and contribute to maintaining and enhancing the image and reputation of the VPA and Vietnam’s U.N. peacekeeping force.
Preparations for the two officers have largely been completed. The VNDPKO will continue coordinating with relevant agencies and units to ensure benefits and policies and provide support for their families, enabling the officers to depart with peace of mind and successfully fulfill their assigned missions.
