At the meeting, General Giang congratulated the Lao diplomat on his successful term of office in Vietnam and highly appreciated his important and effective contribution to promoting the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos.
The Vietnamese Defense Minister emphasized that in its foreign policy, Vietnam attaches great importance and always gives the highest priority to consolidating and strengthening the relationship with Laos. Over the past time, the Vietnam - Laos relationship has comprehensively developed, obtaining many achievements. In particular, the two countries have successfully coordinated to organize the "Vietnam - Laos, Laos - Vietnam Solidarity and Friendship Year 2022" with many meaningful activities.

General Giang stated that the Vietnamese Ministry of National Defense always treasures and highly appreciates Ambassador Sengphet Houngboungnuang's concern about the bilateral defense cooperation during his term of office. He affirmed that Vietnam - Laos defense cooperation has continued to affirm its role as one of the important pillars in the relationship between the two countries. The two sides have coordinated to give prompt and effective advice on military and defense work to senior leaders of the two countries; comprehensively and practically implement the protocol on defense cooperation and the annual cooperation plan, especially in Party and political work; protect security and order in border areas; promote human resource training.
At the meeting, the Vietnamese Defense Minister said that 2024 will witness many important political events of the two countries and their militaries. In the year, Laos will assume the role as ASEAN Chair 2024 and mark the 75th anniversary of the foundation day of the LPA, while Vietnam will celebrate the 80th anniversary of the VPA’s foundation day and the 70th anniversary of the Dien Bien Phu Victory. He said that the two defense ministries have agreed to work together to effectively organize those events. General Giang believed that Ambassador Sengphet Houngboungnuang, in any positions, will excellently fulfill his assigned responsibilities and continue to do his utmost to nurture the relationship between the two countries.

For his part, the Lao diplomat affirmed the importance of the special relationship between the two parties, states, militaries, and peoples. Ambassador Sengphet Houngboungnuang recalled that during his term of office, he witnessed many achievements in the relationship between the two countries. He highly appreciated the results of the cooperation between the two defense ministries.
The Lao ambassador sincerely thanked the Vietnamese Ministry of National Defense for always supporting and closely coordinating with the Lao Embassy as well as the Lao Ministry of National Defense and promised that in any positions, he will continue to strive to further strengthen the relationship between the two countries.
