The delegation was led by Colonel Fernando Quivillet Loyola, Head of the Political Department of the Eastern Command and Head of the young officers delegation of the Ministry of the Cuban Revolutionary Armed Forces.
Receiving the delegation were Major General Le Van Trung, Deputy Political Commissar of Military Region 4; Major General Hoang Duy Chien, Deputy Commander of Military Region 4; and representatives of relevant agencies.

Speaking at the working session, Colonel Fernando Quivillet Loyola shared his pride to commemorate 65 years of sincere friendship between the two brotherly nations. He said that the Cuban people remain grateful for the unconditional support that Vietnamese friends extended to them during their country’s most difficult moments.
In his remarks, Major General Le Van Trung emphasized that during Vietnam’s resistance war against the U.S. imperialists, the people and armed forces of Military Region 4 forever treasure the image of Commander-in-Chief Fidel Castro, a great friend of the Vietnamese people. Fidel Castro visited the liberated area of Quang Tri on September 16, 1973 and made the immortal statement: “For Vietnam, Cuba is willing to shed its own blood.”
He affirmed that following this historic visit, Cuba provided Military Region 4 with assistance of profound significance. In recent years, Military Region 4 has actively enhanced exchanges and cooperation with Cuba through professional sharing programs and visits by young officers.

During the meeting, the young officers from the Ministry of the Cuban Revolutionary Armed Forces and the Command of Military Region 4 exchanged gifts, symbolizing the bond of friendship and solidarity between the two militaries.
The Cuban delegation’s visit reaffirmed the traditional friendship, special solidarity, and comprehensive cooperation between the two militaries. Such exchanges not only enhance mutual understanding between the armed forces of the two countries, but also help nurture the next generation of officers who will continue to deepen the loyal and steadfast Vietnam-Cuba relationship.
