The document was reached during a visit by Vice President of VFF Central Committee and President of the VFF Hanoi chapter Vu Hong Khanh to Shanghai from May 17 - 21.
Khanh had a meeting with Chairman of the CPPCC Shanghai Committee Dong Yunhu during which the host said the CPPCC Shanghai Committee wants to expand relations and promote cooperation with the Hanoi VFF in the fields of science, education, culture, healthcare, sports and tourism.

The two sides discussed and agreed to strengthen their ties in four areas. They will work to raise awareness of the Vietnam - China comprehensive strategic partnership among peoples of the two countries and cities and foster cultural connectivity and exchanges to improve their mutual understanding.
They agreed to establish long-term and stable cooperation, update each other on their socio-economic and cultural development and share experience in political consultancy, government and Party building and supervision and others.
They also planned to increase exchanges of visit of their working delegations and to make efforts to promote friendship activities between the two countries in the two cities.
Khanh was on a visit to China from May 13 - 21. On the first half of the tour, he visited Beijing from May 13 - 17 where he met Chairman of the CPPCC Beijing Committee Ji Lin, Secretary of the Beijing Party Committee Cai Qi and Vice Secretary of the Beijing Party Committee and Mayor of Beijing city Chen Jining.
At meetings with Cai Qi and Chen Jining, Khanh spoke highly of socio-economic achievements, reform and Party building of China and Beijing in particular.
The hosts lauded growing ties between China and Vietnam, marked by mutual visits by leaders of the two Parties and countries to outline a complete plan for the China - Vietnam comprehensive strategic cooperative partnership in the new context.
China attaches highest importance to developing ties with Vietnam and wishes to realize common perceptions reached by the two Parties and countries’ leaders, they said.
As Hanoi and Beijing are both capitals of the two socialist nations, they share similarities in the city’s development and could learn from each other’s experience, they added.
Beijing leaders wished that both sides could facilitate high-level visits and share experience in economic development, urban management, cultural and tourism cooperation, and people-to-people exchange, thus lifting ties between the two capitals to a greater height.
