The ceremony
Sixty-six years ago, the late President Ho Chi Minh chose Kim Binh commune of Chiem Hoa district to host the second National Party Congress. This is the first congress organized in Vietnam and the only one held outside Hanoi. The congress issued a number of important decisions. The election of members to the Party Central Committee was then held and President Ho Chi Minh was elected as the Party's Chairman and Truong Chinh as the Party's General Secretary.

At the ceremony, head of the Party Central Committee’s Organization Commission Pham Minh Chinh hailed recent socio-economic achievements of Tuyen Quang and recommended that the province focus more on the conservation of local relic sites, making them an effective tool to educate young generations on patriotism.

The official then presented the certificate to leaders of the province and gave gifts to national contributors and policy beneficiaries in Kim Binh commune.
