Document No.1551/TTg-NN was sent to the secretaries of the Party Committees and chairpersons of the People’s Committees of Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa and Lam Dong; as well as to the Minister of Agriculture and Environment, the Minister of Construction, and the Government Inspector General.

Earlier, in Official Dispatch No.234/CD-TTg, dated November 30, 2025, the PM urged localities to accelerate rebuilding and repairs so affected households can stabilize their lives and welcome the Lunar New Year.

In the latest request, the PM asked the chairpersons of the provincial and municipal People’s Committees to develop and approve campaign implementation plans no later than December 5, clearly identifying the number of houses to be rebuilt and repaired, expected timelines, and responsibility assignments for members of the provincial-level Party Committees and People’s Committees.

Localities must assign a dedicated agency to monitor progress, address bottlenecks, and submit weekly reports to the PM before 3 pm every Friday, with copies sent to the Ministry of Agriculture and Environment, the Ministry of Construction and the Government Office.

Reports must detail information on houses with completed construction and repair, those still under and needing construction and repair, along with plans for the following week.

The Ministry of Agriculture and Environment is responsible for consolidating localities' reports, assisting with land-related obstacles, and reporting to the PM before 5pm every Friday. Issues beyond its power must be submitted to the PM for settlement.

The Ministry of Construction shall work with localities to ensure sufficient supplies of building materials and prevent price manipulation.

The Government Inspectorate will supervise and inspect the implementation to prevent losses, wastefulness, corruption and other negative practices, reporting every Friday via the Ministry of Agriculture and Environment and the Government Office.

The Vietnam Television, Radio the Voice of Vietnam, Vietnam News Agency, the Government Portal, and media outlets are requested to provide regular public updates on the campaign’s progress.

The Government Office will oversee task implementation and report as required.
