The system, developed in partnership with the Hue Department of Agriculture and Environment and the mGreen Initiative, introduces two mobile apps – Buy Recyclables mGreen and Sell Recyclables mGreen. Together, they create an online marketplace that not only connects buyers and sellers of recyclable waste but also encourages waste sorting at source and supports the implementation of extended producer responsibility (EPR) through the participation of licensed recycling firms.

By linking scrap dealers, collectors, and recycling companies, the platform helps ensure that discarded packaging and products are properly delivered to certified recycling plants. This in turn allows stakeholders in the recycling supply chain to access financial contributions from producers and importers to support collection and recycling activities.

The launch ceremony brought together 30 scrap yards, three technology-enabled waste collector cooperatives in Hue, and two major recycling firms – Vinatic Hai Phong Co., Ltd. and Minh Hieu Saigon Co., Ltd., representing buyers and sellers on the platform.

Participants were trained on how to use the apps, including placing orders for recyclables, creating sales listings, managing transactions, connecting with partners and customers, and making digital payments.

According to Hoang Ngoc Tuong Van, manager of the “Hue – Plastic Smart City” project, mGreen is more than a technological tool. It is an innovative solution that connects every link in the recycling value chain – from sorting, collection, and trade to final processing.

She said the system promotes transparency and efficiency, while also laying the groundwork for wider adoption of waste separation at source and helping ensure that post-consumer packaging and products are returned to standard-compliant recycling facilities.
