First Secretary of the Ho Chi Minh Communist Youth Union (HCYU) Central Committee Le Quoc Phong said an institutional framework on youth development has been basically formed in Vietnam with State policies concretized into projects, strategies and action plans to provide learning opportunities for youngsters, reduce and exempt tuition for those from disadvantaged backgrounds, vulnerable groups and ethnic minority regions.

Many policies have been carried out to help young people find jobs, access start-up loans, and support female workers with vocational training, he added.

Over the past few years, the HCYU Central Committee has implemented a number of policies to encourage youngsters to join in socio-economic development, especially those in remote, ethnic minority, border and island areas such as the projects on building new rural areas and start-up youth villages in 2013-2020, he noted.

The youth unions and associations at all levels have coordinated with ethnic affairs agencies to give advice to local Party committees and authorities in promulgating specialized policies on youth development in ethnic minority-inhabited areas.

Minister of Home Affairs Le Vinh Tan said since 2011 the ministry has studied and proposed the building of the revised law on youths and policies to attract young officials and honor ex-young revolutionary contributors.

During the conference, delegates pointed out difficulties and shortcomings in the implementation of youth development policies, recommending specialized mechanisms in the field.

Deputy Prime Minister Vu Duc Dam ordered fundamental and drastic changes in youth development in the coming time. He asked ministries and departments to actively engage in the revision of the law on youths and relevant policies to promote the role of youngsters in the cause of national building and safeguarding.

Concluding the conference, Vice Chairwoman of the National Assembly Tong Thi Phong said the Party and State’s policies on youth development have been institutionalized through the Constitution, laws and decrees.

She suggested the NA bodies to enhance supervision of implementation of youth development policies. She asked the Ministry of Home Affairs to work with the Ho Chi Minh Communist Youth Union (HCYU) Central Committee to review key projects on youngsters to devise more appropriate policies in the time ahead.

She noted that the revision of the law on youths will be included in the law and ordinance building program in 2019. Therefore it is necessary to evaluate the impact and scale of adjusting this law to ensure it is consistent with other laws.
