The congress, which brought together 486 official delegates representing more than 240,000 members of the Party Organization, adopted a resolution for the 2025-2030 term, along with an action program to implement its resolution.

Under the document, Thanh Hoa will continue efforts to build a strong Party and political system while maintaining two-digit annual growth. The province aims to shift its growth model from extensive to intensive development, becoming a major national and regional hub for energy, manufacturing, processing industries, high-value agriculture, tourism, and logistics services.
Science - technology, innovation, and digital transformation are defined as strategic breakthroughs for development. The province aims to keep its Provincial Innovation Index and Digital Transformation Index in the top 10 nationwide. Besides, it plans to develop education - training, health care, and culture as well as further improve local livelihoods.
Among the congress's 32 specific targets, the province eyes an average GRDP growth rate of at least 11% during 2026-2030 and per capita income surpassing 90 million VND (3,400 USD). The province expects its digital economy to contribute 30% of GRDP, export value to reach over 15 billion USD, total investment for the 2026-2030 period to exceed 840 trillion VND, and urbanization rate to top 50%.

To realize the set goals, the congress outlined major measures regarding the Party building work, development of the economy, science - technology and culture - society, natural resources management and environmental protection, defense - security, and foreign affairs.
In his conclusion, Secretary of the provincial Party Committee Nguyen Doan Anh stressed that the congress’s success was a historic milestone in the local Party Organization’s development, calling on all Party organizations and committees to enhance communications work on the congress’s outcomes, build detailed action plans, and launch patriotic emulation movements to bring the resolution to life.
At its first session, the 20th provincial Party Committee elected 15 members to the Standing Board. Secretary of the provincial Party Committee Nguyen Doan Anh, a member of the Party Central Committee, was re-elected to lead the 20th provincial Party Committee.
The Congress also elected a 35-member delegation, including 33 official and two alternate delegates, to attend the upcoming 14th National Party Congress.
