Deputy Prime Minister Pham Thi Thanh Tra noted that the Party and State have consistently focused on identifying and promoting talent, leading to institutional progress such as legal frameworks and Government decrees for selecting chief engineers, architects, and experts in science, technology, innovation, and digital transformation. Key localities including Ha Noi, Ho Chi Minh City, and Da Nang, along with major state-owned and private enterprises like Viettel, VNPT, Vingroup, Phenikaa, and FPT, have actively implemented talent policies. Furthermore, the public sector has attracted approximately 1,500 outstanding graduates, scientists, and talented individuals since 2017.

However, Conclusion No. 105 identifies persistent shortcomings, including inconsistent perceptions of talent, fragmented policies, weak linkages between the public and private sectors, and insufficient attention to talent identification and development. Referencing the 2025 Global Talent Competitiveness Index, where Vietnam ranked 76th out of 135 economies and fifth in ASEAN behind Singapore, Brunei, Malaysia, and the Philippines, Deputy Prime Minister Pham Thi Thanh Tra emphasized that this gap stems primarily from subjective factors, including limited awareness, lack of leadership accountability, outdated management approaches, and a reluctance to entrust talented people with authority.
To address these issues, Conclusion No.105 establishes five guiding principles centered on regarding talent as a primary driver for science, technology, and innovation. The strategy requires a fundamental transition from traditional administrative personnel management to performance-based talent development measured strictly by outputs, results, and real contributions.
It also calls for building an open, modern national talent ecosystem that bridges the public and private sectors as well as domestic and international resources. To support this ecosystem, Deputy Prime Minister Pham Thi Thanh Tra outlined six groups of tasks, including strengthening Party leadership, improving institutional policies, reforming talent selection and assessment methods, fostering a culture that values talent, and expanding international cooperation in key sectors while balancing autonomy with accountability.
Regarding the implementation roadmap, the Deputy PM stated that Conclusion No.105 assigns specific responsibilities to Party organizations and relevant agencies to quickly develop sector-specific action plans. The Politburo’s overall action program identifies 30 key tasks, programs, and projects assigned to 14 agencies, most of which are scheduled for completion in the second and third quarters of 2027, while the Government is currently finalizing its own action plan.
Quoting President Ho Chi Minh’s enduring reminder that national construction requires talented people, Deputy Prime Minister Pham Thi Thanh Tra urged leaders, organizations, and businesses to identify talent and entrust capable individuals with major responsibilities. She also called on Vietnamese talent both at home and abroad to contribute their knowledge, capabilities, and creativity toward building a prosperous, civilized, and happy Viet Nam.
