Tu, also Secretary of the Party Committee of Central Party Agencies, made the remarks at a conference reviewing Resolution No. 18-NQ/TW, issued by the 12th Party Central Committee in 2017 on streamlining the political system, and assessing the organization of the first Party Congress of the Party Organization of Central Party Agencies for the 2025-2030 tenure.

He praised the strong progress made in implementing the resolution, saying the Party Organization has shown high political resolve, scientific organization, and creative, effective approaches in restructuring and downsizing the apparatus.

He noted that most agencies have successfully reduced overlapping functions, cut intermediary layers, and enhanced operational efficiency, contributing to better coordination and higher quality in monitoring and advisory work.

According to reports presented at the event, over the past eight years, the Party Organization and its subordinate units have cut 110 department-level units, 440 divisions, and 35 public service organizations, achieving reductions of 25-39%. These efforts have helped simplify the system and improve effectiveness.

Tu commended the successful organization of the first Party Congress of the Party Organization of Central Party Agencies, describing it as well-prepared, substantive, and effective.

Looking ahead, he outlined several key tasks for the coming period, calling for the timely and effective implementation of recent conclusions of the Party Central Committee, the Politburo, and the Secretariat on organizational streamlining; completion of the position-based personnel scheme; and continued improvement of staff structure and training to meet new requirements.

He also stressed the need to accelerate digital transformation within the Party, including wider adoption of e-signatures, digital reporting, and process standardization to shorten document handling time and improve efficiency.

Tu asked all Party units to actively summarize the implementation of Resolution No. 57-NQ/TW on promoting science, technology, innovation, and national digital transformation after one year of enforcement, while strengthening strategic research and policy advisory capacity.

He urged continued efforts to build a strong and transparent Party, enforce discipline, prevent corruption and wastefulness, and promote the pioneering role of Party members, especially leaders.

He also emphasized the importance of close coordination among Party agencies, State bodies, and mass organizations to ensure smooth and effective operations, and requested that all units review their 2025 plans and prepare for the 14th National Party Congress.

At the event, Tu and Deputy Secretary of the Party Committee of Central Party Agencies Nguyen Long Hai presented the certificates of merit to outstanding collectives and individuals for their achievements in implementing Resolution 18 and organizing Party congresses.
