New transport law rules have been issued that electric bicycle riders now have to wear helmets. Moreover, bicycles and scooters are no longer allowed to travel on highways.
Le Quang Binh, President of the National Assemble Committee for National Defence and Security said that, though the new law will be not be implemented for another four months, branches and localities begin informing and instruction people on the new law.
Mr Binh also stressed in a conference on Transport Law on February 17th that the attitude of people towards the transport law was not good during the Tet Holiday, even though the Prime Minister had issued specific directions, asking all government branches and localities to remind local people of the Law. Therefore, reminding people to obey the law should become a priority task.
The new transport law also bans vehicle drivers from having high levels alcohol in their blood, or on their breath. The highest allowable alcohol level in vehicle drivers will be 50mg/100ml of blood, or 0.25mg/litre of breath.
