In his opening remarks, Chairman Man said the session focuses on reviewing and providing feedback on draft laws and resolutions set for immediate issuance to facilitate the restructuring and streamlining of the government apparatus. These will be submitted to the N.A. at its 9th extraordinary session, scheduled for February 12-18. Additionally, the Standing Committee will consider and decide on several issues related to the 2025 work program.

During the session, the committee will debate several laws including the Law on Government Organization (revised); a draft N.A. resolution on the organisational structure of the Government for the 15th N.A. tenure; another draft N.A. resolution on the number of Government members for the 15th tenure; the draft Law on Local Administration Organization (revised); and the draft Law on Promulgation of Legal Documents (revised).

At the same time, the committee will give opinions on a draft N.A. resolution addressing legal issues related to the restructuring of the political system's organizational apparatus; the draft Law on amendments to the Law on N.A. Organization; a draft N.A. resolution on the organizational structure of N.A. specialised agencies; a draft N.A. resolution on the number of members in the 15th N.A. Standing Committee (revised); a N.A. Standing Committee's draft resolution on the specific functions, duties, and structure of the legislature's specialized agencies; and a draft ordinance on the management and protection of the Ho Chi Minh Mausoleum relic site.

The committee is scheduled to approve several resolutions for implementing the 2024 Law on Organization of People's Courts.

Further agenda items include considering the explanations and adjustments to the draft Law on Teachers, amendments to the draft Law on Chemicals, and a resolution clarifying certain provisions of the 2022 Law on Emulation and Commendation.

Regarding supervision matters, the committee will assess the N.A.'s January 2025 report on citizen petition.

It is expected to convene an additional session on the afternoon of February 10 to review the investment policy for the Lao Cai – Hanoi – Hai Phong railway project, and potentially the Lao Cai – Hanoi – Lang Son route if preparations are completed in time.

Man also touched upon major issues raised by the Government during the February 4 meeting of key leaders. These matters, which relevant agencies will study and coordinate implementation within their authority, include special policies to expedite the Ninh Thuan nuclear power project, solutions to difficulties at certain BOT toll stations, and the track gauge specifications for the Lao Cai – Hanoi – Hai Phong railway.
