The province aims to modernize transport infrastructure, expand industrial and urban zones, restructure agriculture and forestry using advanced technology, and develop a dynamic, modern border economy. Emphasis will also be placed on promoting green tourism, preserving ethnic cultural heritage, and improving people’s living standards. National defense, security, diplomacy, and border stability remain key pillars for sustainable development.
By 2035, Lang Son expects to become a fairly developed locality. By 2030, the province aims to achieve a GRDP of 111.1 trillion VND (4.2 billion USD), an annual GRDP growth of 10% - 11%, per capita GRDP of about 130 million VND. Digital economy share is hoped to exceed 30% of the provincial GRDP, while domestic revenue is projected to rise 10% annually, and export turnover is expected to expand 10% - 11% year-on-year.
To realize these goals, the province has identified three strategic breakthroughs. It will focus on prioritizing transportation, urban areas, industrial parks and clusters; accelerating urbanization. It will enhance smart border gates, trade and logistics services, while fostering bilateral cooperation with Guangxi, China to establish cross-border economic zones.

Lang Son will strive to become a national center for logistics, trade, services, tourism, and border economic activities.
Additionally, the province will promote scientific research, innovation, and digital transformation by establishing a start-up ecosystem, developing high-quality human resources, and implementing digital infrastructure, e-government, digital economy, and digital society, according to the resolution.
The congress adopted the political report, the review report of the 17th provincial Party Committee, and elected 52 members to the new 18th Party Committee.
The committee subsequently elected a 14-member Standing Board, with Hoang Van Nghiem re-elected as Secretary of the provincial Party Committee.
The congress also elected 19 official and 2 alternate delegates to attend the upcoming 14th National Party Congress.
